flowering rose bud after petals fall off

i bought a white hybrid tea rose(honor). it's blooming really well. i noticed after the petals fell off some of the rosebuds, there are new smaller growing rosebuds inside. what is this?? should i prune these canes??? is it likely that these will turn into good rosehips and provide seeds????
