how do i get my rose shrubs to bloom profusely?

i do everything to look after my rose shrubs (over three hundred), but they are very reluctant and do not oblidge easily by producing an abundant crop of blooms. there are never more than four or five blooms per shrub even in the best season.

it indeed is very disappointing.
